MHD Online Permitting System Training (Acella)
The Manufactured Housing Division of the State of New Mexico will be transitioning to a new Online Permitting System on October 27, 2015. The new System, named Accela, will be a great improvement over the old system. In order to ensure our membership is ready to take full advantage of all of Accela's benefits upon launch, The New Mexico Regulation and Licensing Department's IT staff have put together a very informative webpage, including 2 videos, to assist us in our acclamation to the new and improved system. All members who use the current permitting system or anticipate using the new are highly encouraged to take advantage of the early release of this information and instruction. Please note that Accela will not initially accommodate any permits required for a SETF (set-up with permanent foundation), FOU (permanent foundation), alternative systems or anything requiring a Plan Review. In the case of these permit requirements (Plan Review, Permanent foundation or Alternative system), licensees should submit permit applications with required documents to one of the three MHD offices to obtain a permit.

Frequently Asked Questions - "FAQs"
Question: “I cannot find the correct address using Accela’s search feature”
Answer: If you are having difficulty with Accela’s search feature finding your desired address, you may want to simplify your search, as minor inconsistencies between your input and the address on file can produce a “no results found” search. Try entering in the number(s) and first name of the street. For example, 8200 Paseo for 8200 Paseo Del Norte. Also, adding a percent "%" sign as shown here: 8200 Paseo% can help in many cases. If after attempting this you still cannot find the correct address, you will want to call an MHD office for manual entry of the address into their system in order to continue the permit process. Question: “How do I allow a contractor to view a permit in order to ascertain its progress or status?”
Answer: The easiest way for a contractor or third party to view the status of any permit is to access the Accela Login Page, https://citizenportal.rld.state.nm.us/default.aspx, and hit the Permit tab near the top. Anyone can then search for the permit using the permit number and any other applicable information, with no Log-in necessary. This will allow access to view the permit only and not alter or initiate a new permit. It is recommended that the permit number be copied and pasted when distributing to team members and when entering into the search box to ensure no errors occur which alter the permit number in any way. If you have the correct permit number to search you should not need any other information.
Question: "How do I retrieve my forgotten password?"
Answer: At the Accela login screen (https://citizenportal.rld.state.nm.us/default.aspx), click on the "I've forgotten my password" text under the login area. This should direct you through the password retrieval process. If for any reason this does not work, please perform the following:
- Using the email account associated with your Accela account, please email a request for a temporary password, along with your Accela Username to [email protected].
